How to decoupage fabric on wood. Add a coat of finishing waterproof polycrylic. Let your shelves dry completely once again. After you are done with the decoupage apply a single coat of clear varnish over the wood.
Once its dry use a sanding block to knock of any excess paper that may be hanging over the edges. Use a top coat of Mod Podge to seal. Work slowly smoothing the fabric down to the wood adding more decoupage medium as you go it dries quickly.
You can also cut smaller shapes out of scrapbooking paper and decoupage it over a bare painted or paper-covered tabletop. Roll a wooden or plastic roller over the cut out to make sure that it is completely flat against the surface. Start at one end of the fabric and work your way to the other end smoothing out air bubbles and wrinkles with your hands as you go along.
You can cover the entire table with a large sheet of colorful wrapping paper or fabric. Do all four sides and let the whole shelf dry completely. Before you start to apply the fabric to the wood surface you should make sure its smooth.
